Glasgow  in the sixties. The Gorbals has gone but in its place has come the souless modern developments of Mary Hill and Easterhouse.

Paul James Scobie comes back to the city from London with big ideas and sets about building himself a big reputation.

He brings   together the fragmented gangs and begins a reign of terror.

One policeman who tried to help Scobie when he first came back and was attacked by one of the gangs , makes it his mission in life to try and stop him.
